Fat is a substrate which it comes off from everywhere not once specific part that your working.
I think people usually get confused in terms on running. To lose weight you need to create a negative calorie balance. What your looking as is using fat as an energy source. I would say that trying to utilize the fat as a source really isn't the primary concern for most individuals, but rather total calories burned. Because in the end calories out vs calories in, is what is going to cause weight loss.
